The International Planned Parenthood Federation (IPPF) is a leading global service provider and advocate for sexual and reproductive health and rights for all. A federation of 142 Member Associations (MAs), IPPF works in 172 countries and manages over 45,000 service delivery points worldwide. IPPF aims to ensure that all people are free to make choices about their sexuality and well-being, in a world free from discrimination.

Since 2017, IPPF’s humanitarian program has provided global assistance to people in crisis. The council will support countries engaged in the SPRINT IV initiative funded by the Australian Department of Foreign Affairs and Trade (DFAT), covering 14[1] countries in the Asia-Pacific region. The role will work with both the humanitarian team (global) and the development team of regional offices covered by the SPRINT programme.

OBJECTIVE OF THE POSITION:

In an emergency, a strong supply chain is needed to deliver life-saving drugs and equipment to deliver services. The purpose of this role is to support IPPF MAs to improve their supply and logistics capacity.

There are 14 countries supported by SPRINT projects in the Pacific and Asia region. The role will work across the humanitarian-development nexus, focusing on the foundational supply activities that take place at the preparedness stage of a humanitarian crisis. At the national level, the consultant will work directly with the MA (either the Logistics Focal Point and/or the Humanitarian Focal Point or the relevant person) to improve capacities based on previous assessments and international guidance.[1]

IPPF’s humanitarian team and regional offices in South Asia (Delhi), East and South East Asia and Oceania (Kuala Lumpur) and the Pacific (Suva, Fiji), will support activities undertaken and can be used as resources to be shared locally. adapted and innovative ideas.

You will report directly to the Senior Sexual and Reproductive Health Advisor and work closely with the ESEAOR Office Programs and Performance Director.

KEY TASKS

Essential outputs include, but are not limited to:

  • Conduct two MA supply chain capacity assessments (remotely) to better understand MA capacity using the adapted SCHERA questionnaire in India and Maldives*.
  • Support (minimum 11) of MAs to assess the need and requirements (often establish) a safety stock. Including creating a system to support the supply chain (including rapid product release plans) during humanitarian crises, this may include:
    • Creation of a provisional plan and supply of materials
    • Clarification of key supply chain functions within the AG
    • Improvement in storage and distribution
    • Possibly establishing a list of key partners and focal points (public and private sectors) to help with in-country warehousing and logistics solutions
  • Tailored training on key elements of supply and logistics as required, likely including (quantification and forecasting) to assess and report consumption to relevant stakeholders. These trainings will build on previous work done on supply and logistics.
  • Socialize IPPF procurement guidelines drafted by central office and regional offices as appropriate
  • Support the update of regional office supply and logistics guidelines as needed

Deliverables

  • 2 supply chain assessments (India and Maldives)
  • The establishment/formalization of a security stock in the 14 MAs (if possible, at least 11), including policies, procedures that are created/updated in collaboration with the MA. The procedure will include forecasts and contingencies for product availability in humanitarian situations. This can take the form of a Standard Operating Procedure
  • Collaborate with managing authorities and regional offices to update/create policies and procedures (SOPs) for the management of supplies in a regular and humanitarian context. (To be completed in at least 10 of the countries covered +/- 1 regional office)
  • Training tailored to individual MA needs (ideally at least one per country), usually to update policy and processes.
  • Field visits to at least 6 of the countries covered (at least 2 Pacific Island countries) to collaborate and develop staff on bespoke supply and logistics requests

2 webinars on supply and logistics (minimum 1 dealing with supply and logistics in humanitarian contexts), with the participation of at least 12 of the 14 AMs

  • Submission (written and oral) of a final report and recommendations

Terms:

Education: Advanced university degree in supply chain or logistics management or related field. Qualifying experience may be accepted in lieu of an advanced university degree.

Knowledge and experience: • Five years of professional experience in medical and/or humanitarian supply chain management or logistics; • Manage operations for the supply, distribution, storage and transport of medical supplies in emergency situations (commercial, NGO or with an international organization); • Experience in difficult and complex humanitarian/emergency contexts and experience in the development, implementation and facilitation of adult learning programs/trainings is desirable.

Languages ​​: Fluency in English is required

Other:

Travel Requirement: International travel is required to work and provide direct support to MAs. This will be covered in accordance with IPPF policy.
